Section 28
Priority of mortgagee's rights in the same mortgaged property
(1) Except as otherwise provided in this Act, in the case of the creation of mortgage rights of more than one person in the same mortgaged property, the mortgage right with registered notice shall have priority among the registered mortgage rights and the unregistered mortgage rights. Even in the case of registered mortgages, such mortgages will have priority according to the time when the notice of mortgages is registered or the time when the mortgages mature.
